A conversation about responsibilities, whether they are ordinary or urgent, generally goes in both directions. It is impossible to talk about progress and development in our time in one direction. Otherwise, it will be considered an outdated approach, not taking into account the needs of the present and future, considering the changes in needs and representations. This also applies to government services.
Government services operate in both directions, and it is improper for an official to have precedence in controlling claims and their rights. The relationship between the official and the client should be equal and balanced. The official is primarily here to provide services to clients in accordance with laws and norms established by the legislature, which are obliged to be followed by service recipients, the value of which is assessed based on fixed criteria.
